CALL someone or CALL TO someone?

A student asks, do we call someone on the telephone or call to someone on the telephone? When using the phone, we call someone. I called my mom last night. Let's call the restaurant and make a reservation. Call to means to shout so that someone a distance away can hear you. I might call to my kids if they go too far away from me on the playground.
