When using the phone, we call someone.
I called my mom last night. Let's call the restaurant and make a reservation.
Call to means to shout so that someone a distance away can hear you.
I might call to my kids if they go too far away from me on the playground.
A soccer coach might call to the players on the field giving them instructions from a distance.
